Date note: Recurring annual deadline under Pakendiseadus §24: packaging undertakings must submit data on packaging placed on the market and packaging waste handled for the previous calendar year to the national packaging register at least once a year, by 31 March. For the 2026 reporting year this is 31 March 2027.

What changes

Companies that place packaged goods on the Estonian market (including through import) must report annual packaging and packaging-waste data to the national packaging register by 31 March each year, either directly or through a recognised producer-responsibility organisation. Companies placing under 20 tonnes of packaging a year are exempt from the data-audit requirement, but not from reporting itself.

Who is affected

Any business that packages goods for the Estonian market or imports packaged goods, from micro-companies upward; audit exemption only applies below 20 tonnes/year.

What to do

Register as a packaging undertaking (or contract with a producer-responsibility organisation) with the packaging register, track packaging volumes placed on the market, and file the annual report by 31 March. If you place 20+ tonnes/year, arrange the required data audit before filing.

Penalty

Non-fulfilment of recycling/recovery targets triggers packaging excise tax (pakendiaktsiis) under the Pakendiaktsiisi seaduse §6 lg 5; the registrar can also apply supervisory measures for late/non-filing under the Pakendiseadus.
