General Product Safety Regulation applies to all consumer products, including online sales

What changes

Regulation (EU) 2023/988 requires every consumer product sold in the EU to have an EU-based responsible economic operator whose contact details appear on the product or packaging, a risk assessment and technical documentation, product identification and traceability, and a recall process. Online listings must show manufacturer details, product identifiers and safety warnings.

Who is affected

Manufacturers, importers, distributors, online sellers and marketplaces of non-food consumer products, whatever their size.

What to do

Add manufacturer/responsible person name, address and product identifier to products and online listings. Write an internal risk analysis and keep technical files for 10 years. Register on Safety Gate Business if you are a marketplace, and set up a procedure to notify authorities and recall unsafe products.

Penalty

Set nationally; products can be withdrawn and listings removed
