What changes

Lithuania is scoping a nationwide structured B2B e-invoicing model (expected 5-corner: exchange via Peppol plus reporting to the state SABIS platform) targeted for 1 January 2028 to align with ViDA. Invoices to public bodies must already go through SABIS in EN 16931 format.

Who is affected

All Lithuanian VAT-registered businesses issuing B2B invoices once adopted; public-sector suppliers already.

What to do

Follow VMI announcements and the draft law. Adopt Peppol-capable invoicing software now and use it for B2G invoices via SABIS so the B2B switch is a configuration change rather than a project.
