Latvia: product and service accessibility requirements enforced by PTAC
Anmärkning om datumet: The Preču un pakalpojumu piekļūstamības likums and its implementing MK noteikumi Nr. 128 entered into force on 2025-06-28, transposing the European Accessibility Act (EU) 2019/882. Already in force, but enforcement/market-surveillance activity by PTAC and sector regulators is expected to intensify through 2026-2028, which is why this is included as a live obligation.
Vad som ändras
Latvia's accessibility law requires specified products (computers, smartphones, e-readers, self-service/payment terminals) and services (e-commerce, banking, telecoms, passenger transport, audiovisual media) to be usable by people with disabilities, in line with the EU Accessibility Act. Microenterprises (fewer than 10 employees and turnover or balance sheet ≤ €2M) are exempt.
Vem som berörs
Small, medium and large companies selling in-scope products or services (especially e-commerce, banking, transport, telecom) in Latvia; microenterprises under the size/turnover threshold are exempt.

Vad du ska göra
Check your product, website, and customer-facing services against the accessibility requirements in MK noteikumi Nr. 128 (broadly WCAG-aligned for digital services). Keep technical documentation or a documented disproportionate-burden assessment on file, and be ready to respond to a PTAC market-surveillance request.
Sanktion
Administrative fines up to €10,000 for legal entities; PTAC can also order a non-compliant product or service withdrawn from the market until the non-conformity is fixed.
